Disaster Management Committee
To provide right direction to the implementation of UEVRP
in Dhanbad a City Disaster Management
Committee (CDMC) has been formed with the Deputy Commissioner of Dhanbad
being the Chairman of the committee. The CDMC meets periodically to take
decisions and give approval of the proposed forthcoming activities under the
project and also assesses the progress and gives necessary direction for
effective implementation of the project.
The
structure of the CDMC committee is as under:

The
City Disaster Management committee meeting under the GOI-UNDP Urban Earthquake
Vulnerability Reduction Programme was held on 3rd September 2007 at
12:30 P.M in the collectorate meeting hall.
The
Deputy Commissioner Dhanbad who is also the chairperson of the CDMC Dhanbad

At the outset,
the CDMC was appraised on initiatives taken under the UEVR programme at national
level and the present status of UEVRP in Dhanbad through presentations made by
Ms. Ranjini Mukherjee, Coordinator, UEVRP, UNDP and the Project Officer, UEVRP,
Dhanbad respectively. This was followed by discussions mainly on community level
preparedness for earthquake vulnerability Reduction, school
safety programme, mason’s training Programme on hazard resistant
technology, status of the draft MADA regulations prepared as per the proposed
amendments suggested by MHA and networking.
The
major decisions taken in this regard are as follows:
Ø School Safety
planning is to be taken up on priority basis. District Education Officer (DEO)
and District Superintendent of Education (DSE) to be involved for carrying out
sensitization of schools and training of teachers.
Ø NSS volunteers
and NCC cadets are to be involved in activities related to Disaster Management.
Ø Letter to be
sent to the State Education Department for inclusion of Disaster Management as a
subject in the curriculum under the state board.
Ø The planning
process to be adopted for Earthquake Preparedness and Response to be finalized.
Zilla Shaksharata Vahini may be included for the same. The existing
institutional structure available for Continuous Education Programme in the
district may be mobilsed for community based planning in Dhanbad. The approach
paper of CBDP in Dhanbad to be shared with DC to chalk out future course of
action.
Ø Preparation of
SOPs for the ESF structure as identified for the city of Dhanbad to be under
taken. Attempt should be made to make an Emergency warning System operational.
Ø To conduct
Mason’s training in association with TATA TISCON on hazard resistant
technology.
Ø To develop a
web link on UEVRP with involvement of the NIC officers. PO-UEVRP to provide the
technical inputs.
