Dhanbad : The IT Initiatives
district center was established in 1988 in the undivided state of Bihar for
providing ICT services to the District Administration and to generate computer
awareness at the district level. Some of the successes and achievements of NIC-Dhanbad
can be listed as follows:
Pensioners Payment & Monitoring System : A web based S/W supported by UNICODE has been developed and
implemented for the payment & monitoring of the national old age pensioner
beneficiaries scheme like Indira Gandhi Pension, State Pension and Widow Pension
. All the block wise details related to the pensioners are available on the web
site http://jhr.nic.in/pension . Block wise, Bank wise advice are
being generated for submission to bank which in turn transfers money into Old
Age Pensioners bank account.
e-Swarojgar: A web site has been developed http://jhr.nic.in/eswarojgar for on line registration of candidates
seeking employment in their desired field so that interested employers can
contact the candidates as per their requirement.
Office Computerisation: NICTRAN was the first major e-governance software implemented in 1991 and
continued un-interruptedly till the Hon’ble Chief minister of Jharkhand
Shri Arjun Munda and Hon’ble Transport minister Shri Madhav Lal Singh
inaugurated the new VAHAN & SARATHI s/w developed by NIC on 10.08.2004
on the pilot basis at Dhanbad.

Issue of Registration
Certificate Book and Driving License on smart card medium was also
started successfully at Dhanbad on Pilot basis.
Information System: District treasury, Dhanbad went online in August’ 1998 with the introduction of
Treasury Information System on Unix based system. On 01.11.2004 Dhanbad treasury
became the Pilot Treasury in the State of Jharkhand to implement Online Treasury
information system of Jharkhand using Client –Server architecture, VB at
front–end and Oracle 9i RDBMS at Back-end with tight security, checks and
paperless workflow having Govt. Bank connected through LAN.

Many other districts followed
the success story of Dhanbad after that. Since 01-11-2005,
Dhanbad treasury became the pilot treasury in implementing 3-tier architecture
for TIS with Central Server at Ranchi data centre & VB .Net as front–end.
kendra at the Block H.Q., Dhanbad (An e-governance initiative)
On 25th of April
2007, the first “e-Nagrik Sewa kendra” in Jharkhand was inaugurated at the block
headquarter, Dhanbad by Shri A. K. Basu, then Principal Secretary, I.T., Govt.

The web based
Nagrik Sewa software, facilitates submission of applications by the citizens for
issue of certificates like Caste, Birth, Death, Residential and Income. The
citizen interface provides web based monitoring of the status of the
Information System (PIS) & File Tracker :
Service records of all the employees in the district has been put on NIC Server
and are updated for various details. Data available at the server can be tracked
by the officials and the employees of various offices.
All the offices in
Collectorate has been brought under LAN and File Tracker System is
running in all different sections in the collectorate.
A Workshop on District E- Governance was
organised on 27-06-2007 at Dhanbad, by District Administration with the active
support of NIC.
The Objective of the
workshop was to identify the felt needs of the people, identify the key
activities to ensure participation of all stakeholders, to build an interactive
G.I.S./ Web based software to involve a module to provide information services
in an interactive manner to the people for better Governance.
Topics of discussion were:
A. Need based assessment & Identification of areas in terms of information,
services and Public Grievance Redressal.
B. Development G.I.S./ Web based Software.
C. Integration of Software products developed by different agencies.
D. Revolving Module to provide information, services etc., to the people.
E. Participation of
stakeholder at all level with emphasis on private public partnership.
Lightening of Lamp by
Chief Guest, Shri R.S. Sharma, IT Secretary, Govt. of Jharkhand
GPF accounts of approximately 15,500 employees in the district are being maintained for their
contribution details, loan calculations, preparation of annual GPF slips,
calculation of interest year-wise etc.

Block-wise details of BPL List (Survey 2002-2007), IAY waiting List, PDS Shops,
Anganwari centres, RTI, Tenders & recruitments, Result Publication for district
level recruitment has been put on the web-site.
Welfare: Pensioners list of about
15,350 pensioners (both Centre & State plan) in the district has been
Computerised and a query-based system tracks every pensioner up-to the village
Survey for the disabled has
also been computerized.
Total of 5500 arms details are
being maintained. The system helps district administration and department of
Home as well at the state level. The s/w also helps in keeping the track of
surrendered arms police station wise during elections and emergency.
Computerisation of Land Records
A Unicode based application
S/W has been developed for Land Record computerization in the State and the same
has been implemented in the district.
Integrated Online Commercial
All the six
circles of the Commercial Tax department has been made online for Registration
details, PIN generation & other allied activities through web enabled software VICTORY developed by NIC Jharkhand state unit, Ranchi.
Home Guard Roaster Generation
Generates Roaster of about 1200 Rural / Urban/
Women Home Guards of the Dhanbad district. This
system has eliminated the various
complaints received by district administration. in duty allocation of Home
Certificate Cases Monitoring
software generates defaulter list of big defaulters of the district as well as
Certificate Officer-wise defaulter list has enabled district administration to
frame strategies for recovery of Govt. money of Certificate Cases in a big way.
Record amount of money has been recovered in two months time after start of this
MIS has been developed and implemented for monitoring of all developmental
Grievances Redressal System is
helping the district administration in monitoring of the redressals and
BPL Survey at
block, DRDA and District level has
been fully supported and made on-line.
Many in house training
programmes were conducted for the Government officials and staffs on
Application softwares and basic computer awareness. More than 50 officers and
200 staffs were trained on general Computer operations, office automation
,internet and concerned application softwares.
Rural Employement Act (NREGA), National Rural Health
Mission (NRHM), Jawaharlal Nehru National Urban Renewal Mission (JNNURM),
Total Sanitation Compaign (TSC) has been made online with latest reports
Under Bharat Nirman Components
Rural Roads (PMGSY),
Rural Housing (IAY), Rural Electrification (RGGVY), Backward
Region Grant Fund (BRGF), Bazar Samiti Computerisation (Arrivals &
Prices Monitoring System), United Nations Disaster Management Programme has been implemented in

the 7th All India Education Survey has been done.
Regular support for the AGMARKNET system and Data uploading on day to day basis has helped
farmers & Mandi of the district to determine uptodate prices & arrival of
commodities in Bazar Samiti.
